The Vice President, Clinical Trials Business and Administrative Services (VP-CTBAS) provides executive leadership over the budgeting/coverage analysis development, contracting, business management of clinical trials, financial transparency and sustainability, data management, ConnectHope Beacon treatment plan creation and insurance authorizations for all clinical trials conducted within the COH ecosystem.  Creates policies in accordance with organizational standards to ensure compliance with all institutional policies, and rules, regulations and laws governing these activities.  Oversees the successful negotiation of budgets and contracts that are most favorable to COH.  Functions as subject matter expert for clinical trial billing rules and drives compliance with the Centers for Medicare & Medicaid Services Clinical Trial Billing Policy.  Utilizes coverage analysis for research patient treatment authorizations, resolution of claim denial for research-related tests and services and to inform the development of the ConnecHope Beacon treatment plans.

The VP-CRBAS provides proactive executive leadership for the clinical research enterprise coordinating and leading the development of resources to ensure alignment with the goals of the organization.  Works closely with his/her team and the other leaders in the CTO in strategically and proactively managing the departments, including interpreting compliance requirements, establishment of operational metrics, day-to-day financial planning and annual budget production, on-going assessment and implementation of effective operational processes which support the current technology platforms (e.g. EPIC, InfoEd, Yunu, iRIS, IGNITE, Florence and OnCore).

As a successful candidate, you will:

  • Develop and implement standard operating procedures and work instructions for the creation, initiation, execution, activation and closure of clinical trial budgets, contracts and grants.
  • Establish and maintain OnCore as the single source of truth for all clinical trial budget and finance activities; all budgets, coverage analysis, invoices and payments will be recorded in OnCore and reports will be automatically sent to PeopleSoft via an OnCore to Peoplesoft API integration. 
  • Cleary delineate roles, responsibilities, and accountabilities for clinical trial financial management.  Consistently partner with Clinical Finance to monitor and report financial results and ensure proper funds flow and correct and timely chargebacks to supportive ancillary departments.
  • Provide oversight of all the data management activities including timely data entry into sponsor electronic data capture system while simultaneously updating the CTMS.  Ensure that all data is entered within the timelines dictated in the contracts but no later than 72 hours following a research patient visit or research-related activities.
  • Provide oversight and managing the clinical trial agreements from idea inception through agreement execution including all amendments.
  • Oversee the verification of insurance policy benefit information and Authorization/ Precertification for all appropriate clinical trial patient prior to the patient's visit or scheduled admission and ensure the Authorization while the patient is on active treatment during the trial.
  • Provides day-to-day oversight of the content development team including delineation of responsibilities, disease team assignments, workload prioritization and productivity monitoring.

Your qualifications should include:

  • Bachelor’s Degree in Healthcare, General Business or
  • Ten (10) plus years of progressive clinical trial financial, administrative and operational management experience in a large, complex organization.
  • Demonstrated experience leading clinical research operations in a complex organization, including interfacing effectively with multiple faculty and staff with a strong customer service focus.  Experience at a non-profit and/or higher education medical center is required with knowledge of oncology clinical trials.
  • Experience with Clinical Trial Management Systems, preferably OnCore, Financial systems such as Peoplesoft or Lawson and Epic EHR system.
  • Healthcare, medical and/or clinical certifications a strong plus.
  • National Cancer Institute Cancer Center Support Grants (NCI CCSG) requirements and City of Hope Comprehensive Cancer Center programs and processes.
